Thanks Guys, So you can make something like it heres how I did it:

1. Go on Paint.NET (You can probably do it on other Programs)
2. Paste Picture
3. Go on Effects, Artistic.
4. Click, Pencil Sketch
5. Choose Nib Width and Stuff.
6. Wah La!
